We need a stochastic terrorism law. It is difficult to define when a suggested threat is implied but it's a dynamic that is getting far too much use in America in recent years.

YES, but it would be REALLY NICE if people settled on a definition on terrorism first. If the Terrorism Studies people can't, I think we're kinda doomed with new terrorism laws.

Perhaps a bit of number crunching could be used to show school districts featured on "Libs Of Tik Tok" receive bomb threats x% more often than school districts in general thus showing it is making children less safe, not more.

It should be somewhat logical to assume that a bomb threats and death threats make anyone less safe, even kids in schools.

Substantial parts of the rulings in favor of Ruby Freeman and (I think) E. Jean Carrol were for how the threats of violence were detrimental to their lives. This would seem to establish a precedent of harm, if not terrorism. I'm curious about your definition of "squirrel".

A squirrel is a rodent that lives in trees or on the ground. A squirrel is also a human that works in intelligence. Squirrel can also be used as a verb, to mean hide away many things you enjoy for later.
